On the afternoon of 5 June, at the headquarters of the Ministry of Education and Training (MOET), Minister Hoang Minh Son chaired a conference announcing personnel decisions for higher education and vocational education institutions under the Ministry, under the new organisational model implemented in accordance with Resolution No. 71-NQ/TW of 22 August 2025 of the Politburo.
Attending were Mr. Lai Xuan Lam, Deputy Secretary of the Government Party Committee; representatives of central agencies; leaders of MOET units; leaders of higher education and vocational education institutions under the Ministry; and the newly appointed officials.
Speaking at the conference, Minister Hoang Minh Son said that this was an important event marking the concrete and substantive implementation of Resolution No. 71-NQ/TW, the 2025 Law on Higher Education, the 2025 Law on Vocational Education and related regulations. The conference not only announced personnel decisions but also demonstrated the political determination of the whole sector to renew leadership methods and improve the effectiveness and efficiency of institutional governance.

Accordingly, the Ministry announced Decision No. 1498/QĐ-BGDĐT of 2 June 2026 appointing Dr. Nguyen Van Dinh as Rector of Tay Bac University, and Decision No. 1496/QĐ-BGDĐT appointing Dr. Nguyen Thi Lan Anh as Vice Rector of Tay Bac University.

The appointment of the Rector and Vice Rector is an important step in consolidating the University’s leadership, meeting the requirements of stronger governance capacity and effective management in a new stage of development. It reflects the Ministry’s recognition of the capacity, prestige and service records of the appointees, as well as its confidence in the role and position of Tay Bac University in Viet Nam’s higher education system.

The Minister affirmed that strengthening the leadership of educational institutions is an important task that helps improve the effectiveness and efficiency of university governance, meets the requirements of fundamental and comprehensive reform of education and training, and creates momentum for the institutions’ development in the new period.
Emphasising the model in which the Party committee secretary is concurrently the head of the educational institution, the Minister said this is a major policy of strategic significance to strengthen the Party’s comprehensive and direct leadership of educational institutions, ensure consistency between Party building and governance, and improve institutional performance in the new stage of development.
The Minister congratulated the appointees and acknowledged the responsibility and initiative of Party committees, Party organisations and leadership teams in consolidating their organisations in line with procedures while maintaining consensus and stability.
Overview of the conference
In the context of fundamental and comprehensive reform of education and training, greater university autonomy, digital transformation and international integration, Tay Bac University is entering a new stage of development with many opportunities alongside increasingly high demands and challenges. Its development requires not only continuous improvement in the quality of training, research, technology transfer and community engagement but also strong innovation in university governance, effective use of resources, and inspiring aspirations for innovation among all staff and learners. In this context, consolidating the University’s leadership is of great significance, laying the foundation for Tay Bac University to continue affirming its role as a centre for training, research, technology transfer and community service in the Northwest and to contribute actively to the socio-economic development of Son La, the Northwest provinces and the whole country.
The appointment of Dr. Nguyen Van Dinh as Rector and Dr. Nguyen Thi Lan Anh as Vice Rector is not only an important step in consolidating the University’s leadership but also a meaningful milestone in its development in the new era. The Ministry’s trust recognises the efforts, dedication and growth of the University’s leaders, while placing on them the responsibility to carry forward the achievements built by generations of staff and lecturers over more than 65 years.
